The key word here is that the government _has_ made the purchase. According to the press release, it sounds like the contract has been signed.

120,000 seats may be small compared to some of the loftier Linux installations always rumored to be in the works in Mexico, but 120,000 birds in the hand are worth a few million in the bush. ;-)
