IRC channel or online chat? Or both?

IRC channels are unreachable by those of us with a firewall. My systems admin won't open up the IRC ports, so I would only be able to use a web chat. I could design a very simple IRC-Web bridge that would allow users on the web to chat with the IRCers. For the chat program a simple perl chat program that has a flat file chat log would work for that..
