Unless you are profiling Qt, you are just guessing at the startup time. There's no place where KDE pops up a message saying "hey, I've loaded Qt, so now I'll load the rest of KDE!" From a user's POV, the startup time of KDE and QT are inseparable.

Now this is just plain ignorant. Qt and KDE are themable. Some of the themes look like Microsoft Windows. Most don't. If you don't like Microsoft Windows, then don't use any of those particular themes.
