I can fully see a kdevelop3-final, qt 4.0, and kde 4.0 all within the same timeframe (next year)

KDevelop 3 Final will be released together with KDE 3.2 based on Qt 3.2.

    Gideon / KDevelop-3 should build (and, for the most part, work - some plugins may depend on KDE-3.2) on KDE-3.0.4+ and Qt-3.1+ (IIRC)
