Actually it wasn't, but it was an exageration. I've come to learn that it really can be useful. In this case these reports are useful because they are a sort of management report for an organisation without professional management. In a (properly working) commercial organisation this sort of evaluation can take place quite frequently.

An added difference is that in OSS the direction of the development is much more of a group process than it is in a commercial company. So it is important that everyone understands how the organisation works.
