You are right, it would be better to extend KIO to better deal with this kind of protocol and we plan to keep these things in mind towards KDE 4. As usual in KDE the people involved where concerned about making it work first, then making it fast, and then making sure that the infrastructure is improved so that next time things can be done better. So the reasons are historic and pragmatic, yes.
