kdelibs3-arts rpm not available for SUSE 9.3

can't find it anywhere (though it's available for Suse 10.0) and kdelibs3-devel-3.5.0-2 is dependent on it.

Any ideas? Anyone else experiencing same?

You can ignore this wrong dependency (--nodeps).
