IRI / I18N warnings too

IRIs and internationalised domain names and URLs are also a problem: particularly where a "foreign" codepoint has the same or a similar glyph as a "native" one. I'd like to see some kind of visual cue for:

- any characters in a URI that don't belong to my configured locale;
- any characters in a URI that don't belong to the locale of the displayed document.
