Well, k3b is a frontend for commandlinetools like transcode, cdrtools, growisofs, etc. etc.
AFAIK none of these are available under Windows..

Yes, the cdrtools are available for Windows. At least they were 4 years ago :-)

My congratulations for Version 1.0, too.
