No, it's pretty simple. Porting Plasma to windows is a huge amount of work, and would make maintaining it much harder. Why waste your time when users on those platforms already have a desktop?

And there is indeed the point that Aaron prefers Free Software over Non-Free Software. The 'why' must be clear by their names.
