Hopefully Kubuntu can be delayed long enough to put in KDE 4.0 as well. That, or they release a 7.10-kde4 or something.

Kubuntu will release with Ubuntu.Kubuntu Feisty will not include KDE 4 as default.

    Especially because Feisty will be released in april. You mean feisty+1

The planning for Kubuntu is to release a KDE4-based version really soon after 4.0 is out. This will probably not be supported officially, though. Read https://wiki.kubuntu.org/KubuntuFeistyKde4Plan for the details about this plan.
