If you've read the previous posts, no-one on the usability team has claimed that all the HIG issues will be fixed, or even that the HIG will be complete, before 4.0. This is an ongoing process.

I'm not going to comment on comparisons with Gnome or OSX because I don't use either of them enough to compare them.
