Maybe a modified special version of KSnapshot, where you take the shots of the dialogues and then say, fill in Kbugbusterstyle some remarks and submit it to a hig mailing list or upload your report to bugzilla or whatever.

the problem currently is that you watch a problem, you make a shot, then you invoke bugzilla, then you type down, then you attach the screeshot. this could be made easier with a hacked version of Ksnapshot for testers. If you watch something suspicious press "Print" and submit.
