It depends on what effects you're talking about. The most basic (and most useful) composite goodies should work flawlessly on an ancient TNT2 and a 300MHz CPU :). I have myself seen compiz work like a charm (and with negligible CPU usage) on my friend's old Pentium II with S3 Savage4 accelerator (not as powerful as a TNT2, though with comparable capabilities). If you have a PS 2.0 capable GPU like FX5200, you won't have any problems with any effects :). Compositing a desktop is really no burden even for very old graphics accelerators.
