I'm sure you can compete: the gsoc is enormous learning experience for all involved. I bet some of our students didn't know they'd be able to get this far. Personally, I've seen proposals for funded research that were less ambitious than some KDE gsoc projects.

Oh, and about windows: Adrian Page has been committing fixes to get KOffice compiled with Visual C++, so I guess the answer is yes.
