There simply wasn't any file load and save code anymore in KWord at one point in time. KWord didn't support anything at that moment -- which is quite a normal occurrence in the middle of software development. And even in 1.6 there were parts of the ODF unsupported. So when porting of the 1.6 ODF loading and saving code started, bits have been added to support ODF more fully.
