I think you have cause and effect mixed up.

MS Office comes with Outlook, as an added value over the pre-installed stand-alone Outlook Express, therefore business users think an office suite usually contains PIM software.

On desktop systems with an open 3rd-party market one can have PIM suite and office suite from different software vendors, probably each a specialist in its field.
Is is often even possible to switch either later one, due to the power of almost all players using open standards.
