Kiosk ist of course still working in KDE 4, just like it worked for KDE 3. But you should keep in mind that some keys changed: for example all kicker keys are not valid anymore, but that's clear because there is no kicker in KDE 4 :)

However, this article mentions the GUI to kiosk, kiosktool - and this might be a problem with KDE 4: at the moment the development of kiosktool has stopped. There is no maintainer who is willing (or better: who has time) to port the tool over to KDE 4.
