This is only half of the truth, because
in your source code distribution you
have the /debian directories in every
part of KDE which are
only needed for generating the .deb
package, and I am glad that you add this
directory.

however these are not (always) the same debian dirs used to generate the official debian packages :-)

There are RPM spec files in there too.

They are sample packaging frameworks, to give distributions somewhere to start. It's still up the the distributions to do final polishing for their specific arrangements.
