Already (mostly) been done:

Granted, it isn't a straight port to Win32, but it is a port that runs under Cygwin with Cygwin/XFree86, which are both free software.

Before anyone gets there GPL in a knot, you should know that Cygwin is distributed under a modified GPL that specifically allows software meeting the Open Source definition to be linked to libcygwin1.a without requiring that said software be licensed under the GPL.
